Projects Management Unit
The supreme council of universities issued in the session No. 405 dated 14/12/2002 and session No. 406 dated 8/2/2003 decisions concerning the council’s approval on forming the organizational structure and the general framework that organize the management of the Higher Education Enhancement Project (HEEP) in the stage between the years 2002 and 2007 in these levels: the National Committee for the Higher Education Enhancement, the Committee of facilitating Higher Education Enhancement Projects, Project Management Unit (PMU), and University Project Management Units (UPMU’s).

01/06/1989

A Loan agreement was signed with the World Bank to develop the Engineering and Technical Education in Egypt with the amount of US$ 30.5 Million and US$ 8 Million from the local fund.

08/06/1989

The World Bank issued a letter authorizing the withdrawal from the loan.

31/10/1991

A National Committee was formed to set up a strategic plan for the reform of higher education in Egypt.

08/12/1991

A Ministerial decree of appointing a manager for the Project Management Unit (PMU), a manager for the Engineering Education Development Project (EEDP), and a manager for the Technical Education Development Project (TEDP).

28/02/1992

A Ministerial decree was issued to establish Project Execution Unit to supervise the implementation of the loan agreement.

30/06/1998

The work in the development of Engineering and Technical Education Project (ETEP) was completed after the extension of the project for two years. The overall evaluation of the project was satisfactory and the achievement of developmental objectives was highly satisfactory. As a result of the successful evaluation of the Engineering and Technical Education Project (ETEP), the World Bank agreed on financing The Higher Education Enhancement Project (HEEP) as an integrated strategy for developing the Egyptian Higher Education.

09/03/1999

Six sub-committees were formed to assist the National Committee in establishing the overall framework of the strategic plan and the implementation mechanisms.

24/06/1999

An international symposium was conducted and attended by the members of the National Committee, and the Egyptian and the World Bank experts in Higher Education.

29/05/1999

A Ministerial decree of forming the executive preparatory committee of the National Conference of the Higher Education Reform to handle the suggestions and the recommendations for the Higher Education Reform Strategy (HERS).

13-14/02/2000

The National Conference of the Higher Education Reform Strategy (HERS) was held. In this Conference, the HERS was introduced consisting of 25 sub-projects continue to be implemented till 2017.

14/02/2000

The Higher Education Reform Strategy (HERS) was endorsed consisting of 25 sub-projects to be implemented in 3 phases till 2017. Three plans were prepared for the implementation of these projects: short-term plan 2000-2002, medium-term plan 2000-2007, and long-term plan 2000-2017.

22/11/2001

A Ministerial decree for 10 projects with total budget 720 Million LE starting from 2001/2002 to 2005/2006 was issued. These 10 projects have been consolidated into 6 priority projects.

07/03/2002

The Egyptian Government (GOE) and the World Bank (WB) agreed to start the implementation of the 1st phase of the HERS. The details of the agreement were introduced in the Project Appraisal Document (PAD). A Loan of US$ 50 Million was granted to implement the 6 priority projects:

  • Higher Education Enhancement Project (HEEPF),
  • Information and Communications Technology Project (ICTP),
  • Egyptian Technical Colleges Project (ETCP),
  • Faculty of Education Project (FOEP),
  • Faculty Leaders Development Project (FLDP),
  • Quality Assurance and Accreditation Project (QAAP).

23/04/2002

A loan grant No. 4658 with the amount of US$ 50 Million ending on 31/12/2007 has been endorsed. The Egyptian Government (GOE) contributes with approximately US$10 Million in addition to US$13 Million from IDA No. N008-0EGT to improve the Faculties of Education.

18/06/2002

The Presidential Decree No. 146 to approve the Grant was issued after the approval of People’s Assembly.

29/07/2002

The World Bank issued effective start date letter and authorizing the withdrawal from the loan.

30/12/2002

The Ministry of Planning approved on including the loan in the five-year national plan 2002/2007.

06/02/2003

The loan account has been opened at the Egyptian Central Bank.

06/03/2003

An initial transfer of US$ 1.5 Million has been made and deposited to the project account to start expenditures. The amount has been increased to US$ 2 Million on 29/11/2004

13/03/2003

The Ministerial decree No. 299 concerning the formation of the Projects Management Unit (PMU) and the Ministerial decree No. 300 concerning the project execution committee have been issued.

13/03/2003

The Ministerial decrees Nos. 301-307 have been issued to appoint the Executive Director and Chairman of the Project Management Unit (PMU) and the directors of the six priority projects.

22/04/2003

The Ministerial Decree No. 528 to establish 8 technical colleges was issued.

23/04/2003

The expenditure from the loan has been started.

25/06/2003

A meeting between the Executive Director and the board members of the PMU with the Presidents of the Egyptian Universities has been conducted to present the operation manual, manage the communications with the PMU, and deliver a copy of the agreement documents to Egyptian Universities.

June 2003

The Project Management Unit (PMU) Board approved the financial byelaw and the operation manual of the PMU and present them to the Minister of Higher Education to issue the necessary decree.

The Ministerial decree No. 1412 has been issued to add the Manager of the USAID funded projects and the internal coordinator of the TEMPOS project to the members of PMU board.

The Ministerial decree No. 1413 has been issued to establish the National Committee for the Higher Education Enhancement Project (HEEPF).

16/11/2003

The Ministerial decree No. 2088 has been issued to reform the National Committee for the Egyptian Technical Colleges Project ETCP and establishing the Supreme Council of Technical Colleges.

30/11/2003

The Ministerial decree No. 2123 has been issued to appoint a new director for the Faculty Leaders Development Project (FLDP).

07/04/2004

The approval of the Minister of Higher Education to change the name of the Egyptian Technical Institutes Project to the Egyptian Technical Colleges Project (ETCP).

11/09/2004

The Ministerial decree No. 1901 has been issued to appoint a new director for the Quality Assurance and Accreditation Project (QAAP).

23/10/2004

The Ministerial decree No. 2166 has been issued to form the national committee of Faculty of Education Project (FOEP).
