Projects Management Unit

On 13/03/2003, the ministerial decree No. 300 was issued to establish HEEP PMU to manage the WB-funded projects, Loan No. 4658-Egypt in accordance with the approved strategic plan. The PMU board of directors consists of the chair of the board, the executive manager, the chair of the SCU, the managers of HEEP projects, as well as two members selected by the Minister of Higher Education. Annual ministerial decrees are issued for the appointment of members. The PMU board of directors is the highest authority in the PMU and controls its financial and administrative affairs along with the management of project implementation during the period from March 2003 to 31/12/2007. Subsequently, ministerial decrees were issued to form national committees for each of the six enhancement projects. On 28/03/2006, the ministerial decree No. 775 was issued to modify the legal system of HEEP PMU and its management which is part of the MOHE in such away that it became autonomous technically, financially, and administratively. The unit was mandated to manage the implementation of projects financed by the HEEPF, grants, or government loans according to the endorsed MOHE strategic plan. It was also to prepare necessary studies for the improvement policy as requested by the MOHE. A chair was appointed by ministerial decree for the board of directors from among current or former university presidents. On 5/09/2007, the ministerial decree No. 2434 was issued to form the Projects Monitoring Council (PMC) from among some university presidents.
