HEEP Strategic Plan for Reforming Higher Education |

Higher Education Reform Strategy |

The Egyptian higher education reform strategy included 25 projects addressing all the reform domains, is implemented over three phases until 2017, and corresponds to the government's five year plans as follows:
- First phase from 2002 to 2007.
- Second phase from 2007 to 2012.
- Third phase from 2012 to 2017.
Priority has been given to 12 projects in the first phase of implementation (2002 - 2007) and were integrated into the following six projects:
HEEP Six Priority Projects (2002-2007)
- Higher Education Enhancement Project Fund (HEEPF),
- Information and Communications Technology Project (ICTP),
- Egyptian Technical Colleges Project (ETCP),
- Faculty of Education Project (FOEP),
- Faculty Leaders Development Project (FLDP),
- Quality Assurance and Accreditation Project (QAAP).
In August 2004, HEEP strategic priorities were adjusted to become responsive to the requirements of quality and accreditation and to correspond to the government’s approach to improving scientific research. The adjustment added two more dimensions: first, developing post graduate studies and scientific research and second, addressing students’ extra-curricular activities in addition to the continued implementation of the six prioritized programs during the first phase. Due to the dynamic nature of the reform strategy, which entails reconsidering priorities for each period, a Strategic Planning Unit (SPU) was established for the MOHE to ensure the sustainability of planning and project monitoring during the three phases and for future ones. A Students’ Activity Project (SAP) was also initiated as part of program accreditation similar to scientific research and post graduate studies.

Higher Education Enhancement Project Fund (HEEPF) |

HEEPF develops competitive competencies of HEIs and supports decentralization and administrative autonomy to upgrade the quality, efficiency, and effectiveness of the higher education systems and institutions. This is achieved through creating a competitive environment for reforming higher education system and institutions, encouraging decentralization and institutional autonomy, and sustaining self development of the educational process.

Information & Communication Technology Project (ICTP) |

ICTP is concerned with raising the efficiency of basic infrastructure and the complete mechanization of higher education administration in order to benefit from the information revolution and to provide fast, effective access to information, link universities to the Egyptian universities network and to the national network for scientific research. It also prepares the university community to deal with this revolution by raising the efficiency of the universities' information infrastructure networks and the Egyptian universities’ network at the Supreme Council of Universities (SCU). It also aims at completing the requirements for the electronic government at higher education and scientific research institutions through the application of MIS within Egyptian universities as well as establishing a center for MIS and DSS at the SCU.

Egyptian Technical Colleges Project (ETCP) |

ETCP improves governance and the performance of middle technical institutes to achieve management decentralization through grouping the 45 institutes in eight technical colleges, each of which manages colleges located in its geographical domain.
ETCP also develops human capacities and the physical resources of these colleges, and allows community participation in monitoring the improvement of their performance toward qualifying technical cadres who can serve the business sectors. Moreover, the project supports the colleges to become accredited training centers serving the employees of these sectors and community members who wish to develop their skills and obtain a professional license in different disciplines.

Faculty of Education Project (FOEP) |

FOEP aims to achieve a comprehensive modernization of faculties of education consistent with international scientific and professional development while taking into consideration the specifics of the Egyptian reality and uniqueness of each college in relation to its special environment. This is addressed systemically while taking into account the specifics of the Egyptian context and the uniqueness of each faculty environment. It uses increased effectiveness of teaching and learning and total quality as the entry points to reform by creating an environment conducive to reform and based on a new vision, mission, and conceptual framework for the faculties of education. It addresses the reform of the entire teacher preparation system and links the reform process to technology and training as well as addresses professional development of faculty members.

Faculty and Leadership Development Project (FLDP) |

FLDP aims at improving the institutional, professional and individual capacities of HEIs in addition to developing leadership capacities in particular to enable leaders to cope with modern advances and competitiveness. FLDP also means to raise the effectiveness of higher education outputs by improving the institutional and professional capacities of human resources within universities and HEIs and develop individual expertise that supports on-going development.

Quality Assurance and Accreditation Project (QAAP) |

QAAP enables HEIs to establish quality systems and prepares them to apply for NAQAAE accreditation by establishing internal quality systems. It also prepares for the establishment of NAQAAE.

The First Phase of Implementation of the Strategic Plan (2002-2008) Extended to 2009
The implementation of this stage started, after a fund for $50 million was made available through the WB Loan No. 4658 in 2002, cost shared with $10 million from the local funds in addition to 10 million units, equivalent to $13 million reallocated from the WB Education Enhancement Project (EEP) to the FOEP. The implementation of this phase was extended until 31/12/2008, in agreement with the WB, allowing for a four months grace period until 30/04/2009 for the finalization of withdrawal applications, which were entered into prior to 31/12/2008 since actual implementation of this phase started in March 2003.
